How makers stay productive

Create modal that allows assigning users to a package. The idea is to allow an admin to assign orientation packages to employees. This modal should accomplish that. Any feedback?

Replying w/ few suggestions below.

1. You have mismatched instructions. "Save and Submit Email" != "Save and Send Email"
2. Instead of using the "User/user" label, let's use "colleague" or "teammate" to be more welcoming while staying within the context of the task. As customers and users become more knowledgeable, "user" seem more cold, distant, and abstract now a days.
