For what I do I use anatomical references because I went to art school and I did anatomy studies all the time, there are few anatomy drawing books online for free and I would practice those by hand and then transfer what you learn to procreate. If you like more animated character there are a few templates for free online to try different proportions and you can work on top of those un mito you find your own thing
Well I use Procreate on the iPad, you can also use Photoshop or Illustrator on a Pc or Mac if you have a drawing tablet. Personally i prefer the I pad and I prefer very few drawing tablets, when I first started on drawing tablets they had no screens so you would draw and see what happens looking at your monitor but the ones with screens and the iPad makes it a little easier because it feels like drawing. Procreate gives you a basic tutorial when you purchase it and there are more for certain effects you can reach. I apply what I know about art and drawing and try to apply it digitally, same process but digitally, for me the hardest part was getting used to layers. If you do not draw that much or at all I would say go for and look at tutorials so you can understand the basics and if you have a couple of minutes during the day make a sketch non digitally so you can complement both skills
