Yes, I use it with Hetzner. Another example of such PaaS could be Appliku.com or forge.laravel.com
And there are some open-source PaaS that can be deployed on kind of bare metal, so a lot of things to analyze. As I see some people like Heroku for it's simplicity with CI/CD, so I am checking this problem hypothesis
